Completing a consent decree is never easy, but herding 17 separate communities into compliance required a firm hand by the Western Lake Superior Sanitary District.

After they were slapped with a consent decree in 2009, the Western Lake Superior Sanitary District had its work cut out for it, but it achieved success in part due to an inflow and infiltration ordinance that it imposed on all member communities.
